When we replicate requests to gather bulletins from all nodes and the NCM, when
I have NCM and 3 nodes running on localhost, I see timestamp reported from
nodes as EST and timestamp reported from NCM as EDT, even though all are
running on the same box. This results in not only confusing timestamps but the
bulletins are not in the proper order.
