Resolution: Duplicate
Closing this as duplicate as we want/need to introduce NIFI-1551 and NIFI-1554
in the same contribution. Breaking up the commits would leave the codebase
without the ability to run securely. This is not acceptable so we'll remove the
existing Authority Provider concept with the new Authorizer concept.
