The above PR (413) was merged to master. This was done because there were
inter-dependencies between what had been done and what was going on in
different tickets. This ticket is not entirely completed by PR 413 but enough
of it was completed that it was okay to merge the code as-is to master.
Will leave this ticket open as there will be an additional PR to finish up the
last bits of this ticket once the other tickets have been merged to master.
