I looked into how this would be done and couldn't find any Maven Release
Plug-in options that would fulfill this need. The closest thing I've found is
"checkModificationExclude"[1] but that is for ignoring local uncommitted
changes to a file.
If anyone has experience with this please feel free to to take a shot at it.
