NIFI-2911 Cleanup of Release Guide.
Added steps to configure GPG to default to strong digest algorithms 
(SHA512/SHA384/SHA256 over SHA1).
Added steps to produce SHA-256 checksum over artifacts.
Added link explaining Maven encrypted password setup.
Standardized references to versions, tags, etc.

This closes #7.
