Provide the capability for minifi c++ to use a local host device bluetooth 4.0
radio to scan nearby bluetooth low emission devices. This implementation will
blindly report back the information presented by all local BLE devices and will
report all information that is provided by the underlying linux bluez library
which is used for the implementation.
