Similar to MINIFI-36, create a change ingestor that pulls from S3. Its behavior
should be identical to the PullHttpChangeIngestor except it pulls an object
from S3.
This ingestor will be useful in scenarios where MiNiFi is deployed in AWS. It
removes the requirement of running a webserver to serve the configuration for
the PullHttpChangeIngestor in that environment.
