Summary: Expose thread count configurations for the agent

There is currently no way to dictate the thread counts for event or timer
driven items in the flow. While incorporating this into the YAML is the path
of least resistance, this becomes problematic from the stand point of change
ingestors retrieving/updating to new flows.
