Summary: Support more configurable properties for content and
provenance repositories

Very few properties are configurable for the content and provenance
repositories, regardless of the specified implementation. At the very least the
following NiFi properties should be made available for configuration via
config.yml:
Content Repo:
nifi.content.repository.archive.max.retention.period
nifi.content.repository.archive.max.usage.percentage
nifi.content.repository.archive.enabled
MiNiFi Persistent Provenance Repo:
nifi.provenance.repository.index.shard.size
nifi.provenance.repository.max.storage.size
nifi.provenance.repository.max.storage.time
Volatile Provenance Repo:
nifi.provenance.repository.buffer.size
