This requires that when we swap FlowFiles Out that we always sync to ensure
that we won't have EOF if we've finished writing!!
Also, in order to ensure that we don't increment the queue count on restart
when the file is incomplete, we need to write out to a temporary "xxxx.part"
file and then rename to xxxx after calling FileDescriptor.sync()
