Billie Rinaldi writes: The LICENSE and
NOTICE for the project still need work, and we will have to address that
before release (see http://www.apache.org/dev/licensing-howto.html)
While we do have all licenses, disclaimers, etc.. as necessary and all files
annotated what we have not done is rolled the various license styles into our
overall license file and updated notices appropriately. Before we can do a
release this must occur.
