this is an initial scan of all licenses and dependencies as grabbed by the
apache building plugins in addition scanning all web-ui components manually to
find any licensed/bundled Javascript and CSS items.
The initial analysis reveals some cases which need to be followed up on
regarding the licenses (gpl, lgpl, etc..). For each of these need to determine
if the LICENSE and NOTICE need to be updated.
