A little more narrative on what's going on in here ...
maven-plugins/maven-nar-plugin is independently a released item, and has
everything it needs in its pom.
there is no pom in maven-plugins.
The nexus staging plugin is in place, which does a nicer job of pushing to the
repo manager.
the 'nifi' tree consumes what the plugin is producing. That version will need
to be cleaned up before merge.
