Summary: Add general EncodeContent processor

NiFi includes a processor named Base64EncodeContent. To bring this processor
more in line with other processors, it should be named EncodeContent (like
EncryptContent, UnpackContent, etc). In addition, it would be nice if it
supported more encodings like hex encoding.
