There are currently 2 implementations of the provenance repository: an
in-memory repository and a persistent repository. However, the persistent
repository does not make events available until after it has "rolled over"
which is typically a few minutes. In order to provide better reporting, we need
a new implementation that provides access to those events in near-real-time
