I would argue that there is a difference between searching and filtering.
Searching starts with nothing and adds matching results. We could say that
nothing is visible. Filtering takes an existing list where everything is
visible and removes items that don't match the specified criteria. I realize
these semantics ultimately don't matter as long as the change is going to be
helpful. I was only providing insight as to why it wasn't done in the first
place.
