Update the workflow from a component property table to support creating a new
controller service instance. This will provide the easiest mechanism for users
to create a new controller service because we'll be able to provide a listing
of the applicable types (given the type specified by the property descriptor).
This will allow us to remove the type hierarchy in the new controller service
dialog. The type hierarchy adds additional confusion that DFMs shouldn't be
concerned with. When creating a service using the new controller service dialog
the process should be similar to creating new processors and reporting tasks.
