Currently there exists a master/slave paradigm. If the NCM has to orchestrate
the flow across many, perhaps geographically dispersed, nodes, we don't want to
replicate every request to many nodes. It would be better to send a single
request from a "higher-level NCM" to several "lower-level NCMs" and have the
lower-level NCM's replicate to the nodes.
