1. Not my design. I inherited it when porting from NiFi 2.x to NiFi 3.x. 
Original author is Joe. I have made improvements and bug fixes, but kept the 
basic design. Yes, it's complicated.
2. It is very tuned for performance and 'blobbing', it used to be called 
UDPBlobber. Much effort went into integration testing with a high volume sender.
3. If there's a better design that maintains performance and the blobbing 
capability yet provides the desired datagram per flowfile, by all means have at 
it.
