I don't think that requiring components be stopped would be a big deal. This is 
attempting to address an issue which requires the stopping of components (over 
100s in John's case). Further it allows us to scope these actions to specific 
groups when the flow is designed correctly. There's obviously more things we'd 
have to work through. Just gauging the possibilities.
