## Summary
* tools/ci/cibuild.sh
add MSYS environment. Modify the function arm-gcc-toolchain for the
Windows toolchain
* tools/ci/testlist
add msys2.dat. At the moment, only the boards nucleo-l152re and
nucleo-f411
* .gitignore
Added ignore file `.fakelnk`
* build.yml
add msys2 job
## Impact
There should be no impact.
## Testing
We tested on the local platform MSYS2 and GitHub
