Makefile.host also include Make.defs too
That hack is already in `${shell $(MAKE) -C tools -f Makefile.host incdir
INCDIR="$(TOPDIR)/tools/incdir.sh"}` `INCDIR` is given an initial value of
`tools/incdir.sh` so that Makefile.host doesn't complain.
