   @linguini1 I had started the idea here: 
https://github.com/apache/nuttx/pull/17197 a while back. This would not run the 
build stages until the linter and initial tests passed. Secondly I think you 
guys should consider running CI upon approval that way if reworks or thread 
resolutions are required then CI does not run needlessly.
