This PR improves the waitpid() scheduler function by addressing HIS/MISRA
code quality metrics violations and improving overall code structure and
readability.
### Key improvements include:
Eliminate goto Statement: Restructures control flow using nested
conditionals to achieve MISRA/HIS compliance while maintaining identical logic
flow and improving code readability.
Reorganize Conditional Compilation: Reorganizes code paths based on
CONFIG_SCHED_HAVE_PARENT to improve code structure and maintainability by
establishing a clearer primary path with the alternative implementation as a
fallback.
Extract waittcb() Helper Function: Extracts core wait logic into a dedicated
helper function to reduce cyclomatic complexity in the main nxsched_waitpid()
function while improving code organization and testability.
