URL: https://github.com/apache/nuttx/pull/20386

   ## Summary

   `sigprocmask()` removed SIGKILL and SIGSTOP from the new mask with two
out-of-line `nxsig_delset()` calls. Both signal numbers are constants, so this
clears the two bits directly.

   ## Impact

   A `sigprocmask()` call costs about 30% fewer instructions (95 -> 66 per call
on Cortex-M4). No functional change.

   ## Testing

   Renode `stm32f4discovery:nsh` with the DWT cycle counter, a `sigprocmask()`
block/unblock loop: 190 -> 131 instructions per round.

   `ostest` on QEMU `mps2-an500`: same results as unmodified master
(`sigprocmask_test: SUCCESS`, the signal tests pass).
