boards/Kconfig: restore ARCH_HAVE_LEDS for axoloti
359bd51c301 dropped the select although the board keeps
stm32_userleds.c. Without it USERLED_LOWER is unsatisfiable, the
defconfig loses CONFIG_USERLED_LOWER=y and stm32_bringup.c fails on
the gated userled_lower_initialize() prototype.
