## Summary
Addresses the CMake build gap for `database/sqlite` identified in Apache
NuttX issue apache/nuttx#19549 ("[Analysis] CMake vs. Make Build-System Gap
Analysis"):
- Add `database` subdirectory to `apps/CMakeLists.txt` in alphabetical order.
- Add `apps/database/CMakeLists.txt` invoking `nuttx_add_subdirectory()` and
`nuttx_generate_kconfig(MENUDESC "Database")`.
- Add `apps/database/sqlite/CMakeLists.txt` to:
- Fetch SQLite release source archive via `FetchContent`.
- Generate amalgamation (`sqlite3.c`, `sqlite3.h`, and `shell.c`) via host
`./configure` and `make`.
- Configure `sqlite3` static library target (`nuttx_add_library`).
- Configure `sqlite3` CLI application target (`nuttx_add_application`)
when `CONFIG_UTILS_SQLITE` is enabled.
## Impact
Enables building SQLite library and CLI tool under CMake (e.g. `sim:sqlite`
and custom board configurations).
## Testing
- cmake-format --check passed.
- cmake-lint passed (0 issues).
- checkpatch.sh passed with 0 warnings/errors.
