## Summary
Limit the ARMv8-M FPSCR LTPSIZE reset to MVE-enabled builds.
The LTPSIZE field is used by MVE tail predication. The exception paths
previously reset FPSCR.LTPSIZE whenever `CONFIG_ARCH_FPU` was enabled, even on
FPU-only builds without MVE support.
This change keeps the reset under `CONFIG_ARM_HAVE_MVE`, avoiding
unnecessary FPSCR writes on non-MVE FPU configurations while preserving the
required MVE tail-predication semantics.
## Impact
- Avoids unnecessary FPSCR writes on FPU-only ARMv8-M builds.
- Keeps MVE exception-path behavior unchanged.
- Preserves the VPR/MVE context model.
## Testing
Built and ostest successfully with:
- `ek-ra8m1:nsh`
- `mps3-an547:nsh`
