arch/arm: advertise Cortex-M85 MVE and PACBTI support
Cortex-M85 is an Armv8.1-M Mainline core that can provide the M-Profile
Vector Extension and Pointer Authentication/Branch Target Identification.
NuttX already has generic Kconfig symbols for these architectural
capabilities, and the ARMv8-M toolchain logic uses them to expose the
corresponding compiler options and user-visible PACBTI switch.
Select ARM_HAVE_MVE and ARM_HAVE_PACBTI from ARCH_CORTEXM85 so Cortex-M85
ports can see and enable the matching architecture features without each
chip family having to duplicate the core capability declaration.
