sched/signal: disable POSIX timers with all signals

CONFIG_DISABLE_ALL_SIGNALS removes the signal subsystem, but the
current POSIX timer implementation still depends on signal based
    notification.

timer_create() defaults a NULL sigevent to SIGEV_SIGNAL with SIGALRM,
and timer expiration is delivered through nxsig_notification() with
SI_TIMER. Keeping POSIX timers enabled while all signal support is
removed therefore leaves timer APIs wired to notification machinery that
    is intentionally unavailable.

Select DISABLE_POSIX_TIMERS from DISABLE_ALL_SIGNALS so the Kconfig
state matches the no-signal configuration semantics and dependent timer
code is consistently omitted. This also avoids requiring each
no-signal defconfig to disable POSIX timers manually.
