    include/sys/stat.h: Define UTIME_OMIT for C++ too.

    Commit 545a93301ba removed UTIME_OMIT from C++, because libc++ uses
    utimensat() when UTIME_OMIT is defined, and NuttX did not have
    utimensat() at that time. That commit says to revert it when
    utimensat() is available.

    utimensat() is in libc now (lib_utimensat.c), and the VFS handles
    UTIME_OMIT and UTIME_NOW.  Define UTIME_OMIT for C++ again.
