include/sys: Add chroot() to the system call table.
chroot() was in syscall/syscall.csv, but not in syscall_lookup.h, so
SYS_chroot did not exist. A kernel or protected build with
CONFIG_FS_CHROOT failed to compile its proxy (PROXY_chroot.c:
'SYS_chroot' undeclared).
