   ## Summary

   nuttx-apps#3805 (e8af3076aa, "testing/ostest: test process capabilities")
builds a new `caps.c` into ostest whenever `CONFIG_SCHED_CAPABILITIES` and
`CONFIG_SCHED_WAITPID` are set and `CONFIG_BUILD_KERNEL` is not.
`SCHED_CAPABILITIES` defaults to `!DEFAULT_SMALL`, so two configs that were
already almost full (652 and 16 bytes of flash to spare) now overflow. Since
then the `Linux (arm-ti)` and `Linux (arm-stm32l-u-g)` jobs of the Build
workflow fail for PRs that have nothing to do with these boards (for example
#21021, which only touches `net/sixlowpan`):

   - `lm3s6965-ek:qemu-protected`: `region 'uflash' overflowed by 760 bytes`
   - `nucleo-g431rb:nsh`: `region 'flash' overflowed by 40 bytes`

Leave `CONFIG_SCHED_CAPABILITIES` out of these two defconfigs, as was
already done for `lm3s6965-ek:qemu-flat` (58f89fae7c) and the `nucleo-g431rb`
cansock configs (24368b8008). One commit per config, so each can be reverted on
its own.

   ## Impact

Only the two defconfigs change, by one line each. Those two configs do
without the process capability checks and the ostest `caps` case; no other
board, driver or source file is affected.

Headroom is still tiny on `qemu-protected`: the user image is 131064 of
131072 bytes (16 bytes were free before the regression, 8 are now), and the 256
KB flash of the lm3s6965 is already fully split between kflash and uflash. The
next growth of the user image there will need a real fix, such as trimming the
config.

   ## Testing

   Host: Ubuntu 24.04.1 x86_64, `arm-none-eabi-gcc` 13.2.1 (the version shown
in the failing CI log). The fix was built on nuttx `3a35e4d402` + nuttx-apps
`233fa9d1fe` (both current master).

Attribution: the last green run of both jobs was nuttx `8a38629959` + apps
`2549154c1a`, the first red one nuttx `3196e0e090` + apps `e2d9f5cf1d`.
Swapping one tree at a time on `nucleo-g431rb:nsh`, the apps commit e8af3076aa
alone adds 668 bytes, while the 67 nuttx commits in that window add 32 bytes in
total.

Before (first red combination, nuttx `3196e0e090` + apps `e2d9f5cf1d`):

   - `lm3s6965-ek:qemu-protected` (Make): `region 'uflash' overflowed by 760
bytes`, identical to CI.
   - `nucleo-g431rb:nsh` (CMake): `region 'flash' overflowed by 56 bytes` (40
bytes in CI).

   After (this PR):

   - `lm3s6965-ek:qemu-protected` (Make): builds, kflash 130488 / 131072 bytes,
uflash 131064 / 131072 bytes.
   - `nucleo-g431rb:nsh` (CMake): builds, flash 130212 / 131072 bytes (99.34%).
   - `tools/checkpatch.sh -m -g 3a35e4d402..HEAD`: all checks pass.
