   ## Summary

Initialize the scheduler task list descriptor table at compile time and
mark it as `const`, instead of filling it during boot with a runtime
   initialization helper.

The table only contains static metadata for each task state, including
the associated task queue pointer or wait-object offset and the task list
attribute flags. These descriptor fields are not modified after startup,
so they can safely live in read-only storage.

The actual task queues referenced by the table remain mutable, so task
insertion, removal, blocking, waking, and scheduling behavior are
   unchanged.

   ## Benefits

   - Reduces mutable RAM usage by moving static scheduler metadata from
     writable data to read-only storage.
   - Removes boot-time initialization code for the task list descriptor
     table.
   - Preserves existing scheduler semantics because only the descriptor
table is made read-only, not the underlying queues.

   ## Testing
