## Summary
Adapt the TriCore MPU Native without iLLD code to fenced CSFR access.
Writes to the protection CSFRs must be followed by an isync before the new
setting is in effect. This keeps the native MPU implementation that replaced
the iLLD one in https://github.com/apache/nuttx/pull/21041.
## Impact
arch/tricore MPU code and irq.h only. No board enables
CONFIG_ARCH_USE_MPU yet.
## Testing
All TriCore boards build with GCC, LLVM and TASKING, with Make and
CMake. No board enables the MPU yet, so this code has no runtime
test.
