## Summary
Add V4L2 control commands, file output, and display scaling to the nxcamera
test application, and single-frame JPEG/MJPEG decoding to nxcodec.
- system/nxcamera: add `set` / `get` / `query` shell commands for V4L2
controls
- graphics/libyuv, system/nxcamera: enable JPEG decoding for UVC cameras and
pass `bytesused` as the libyuv sample size
- system/nxcamera: write captured frames to a file, image or video mode
- nxcodec: decode a single JPEG/MJPEG frame and print fewer duplicate logs
- nxcamera: support RGB24 framebuffers and scale/centre the preview on all
display paths
## Impact
Affects only the nxcamera and nxcodec applications and the libyuv build
flags.
No kernel API change. Existing framebuffer paths keep their behaviour when
the
panel format is unchanged.
## Testing
Simulator, `sim:nxcamera` configuration with `CONFIG_SYSTEM_NXCODEC=y`:
- `nuttx/tools/checkpatch.sh -c -u -m -g master..HEAD` passes.
- `make -j16` builds without warnings.
- `nxcodec -h` prints the new usage including `-t timeout_ms`.
- `nxcamera -h` enters the shell; `h` lists `set`, `get` and `query`.
Frame capture through a host camera was not exercised on this machine because
no `/dev/video*` device is available.
