## Summary
Follow-up to #20941. A failed or empty data request ended the POLL or ASSOC
with the receiver still held and its timer running. On expiry, the timer
confirmed the operation a second time and released it again. Each data request
of a beacon-enabled PAN also took the receiver again. The receiver and timer
are now released when the data request ends the operation, and the receiver is
taken only once. The energy-detect lock comments now give the real reason the
MAC is released

The IEEE 802.15.4 MAC POLL and ASSOC paths
## Testing
nRF54LM20-DK ↔ nRF5340-DK network core: association, 6LoWPAN ping6 up to
1232 bytes both ways, and TCP.
