pthread_sigqueue() is a system call since apache/nuttx#21070 (merged
2026-10-28), so protected and kernel builds link it. On 2026-10-28 the test
passed with #21070 in qemu-armv8a:knsh and qemu-armv8a:nsh.
Fix: remove BUILD_FLAT from the dependencies.
