*Note: Please adhere to [Contributing Guidelines](https://github.com/apache/nuttx/blob/master/CONTRIBUTING.md).* ## Summary TriCore irq multi-core support and TC3xx TOS fix: - route the irq to the current cpu instead of always cpu0, and support up_affinity_irq - fix the TOS encoding on TC3xx (0 = cpu0, 1 = DMA, 2~6 = cpu1~5) ## Impact TriCore architecture only (arch/tricore). No impact on other architectures. ## Testing Built a2g-tc397-5v-tft:nsh (TC3xx) with tricore-elf-gcc on Ubuntu host with both make and cmake (on top of #21131), each commit passes checkpatch.
