## Summary
This migrates the CI system from the testing repo to the main repo to make
it much simpler for making changes for building and testing targets in the CI
system.
## Impact
There should be zero functional impact beyond the tooling now living in this
repository.
We will need to update the app repository and also the new docker image
lives at `docker.pkg.github.com/apache/incubator-nuttx/apache-nuttx-ci-linux`
NOTE the name change at the end from `nuttx-ci-linux` to
`apache-nuttx-ci-linux` this is due to an issue with the GitHub package service
which does not allow us to retain the name in a different repo.
