   ## Summary
   This PR intends to add support for the Oneshot timer for **ESP32-S3**.

   ## Impact
   New feature for **ESP32-S3** chip.
   
   ## Testing
   `esp32s3-devkit:oneshot`
   Validated with the **oneshot** example application from `nuttx-apps`, 
changing some `printf` calls to `syslog` for printing the timestamp information.
