## Summary This PR adds interfaces for GICV3 and fixes the issue of failed SGI transmission: 1. Add power up sequence for gc600/gc700; 2. Add up_affinity_irq/up_trigger_irq/up_prioritize_irq; 3. Add arm64_gic_irq_trigger to set irq type; 4. Send sgi with correct aff and target list; 5.
