A patch from Bob Morley "Creating New Employment Application (non secure)" 
https://issues.apache.org/jira/browse/OFBIZ-2894 - OFBIZ-2894

Removes the query string parms from the form action. The applicationId was 
already in the form but the partyId had to be added.
