    Fixed: hasValidStateProvince returns String but declared Map (OFBIZ-13533)
    
    Correct the declared return type of internal helper hasValidStateProvince 
from Map to String, preventing a GroovyCastException when validating addresses 
missing a required state/province for USA or CAN.
