Exclude generated/trivial plugin files from RAT that don't carry a license
header
Adds three entries to rat-excludes.txt for files the RAT report flags as
missing an Apache License header but that legitimately shouldn't carry one: any
gradle.lockfile, since it's Gradle-generated and self-documented as not for
manual editing; secretshub's META-INF/services directory, matching the existing
exclusion for the same kind of file under framework/base; and the common-theme
js .npmrc, a single-line tool config too trivial to be copyrightable, the same
reasoning already appl [...]
