Improved: Pin Scorecard upload-sarif to a codeql-action release instead of
a main-branch commit
The upload-sarif step was pinned to a commit on codeql-action's main branch
with a stale "v2.16.2" comment. For a SHA pin that isn't a release tag commit,
Dependabot follows the head of the branch containing it, so it opened a PR for
almost every main commit (32 since mid-July, against 13 v4 releases). Pinning
to the v4.38.3 release commit makes Dependabot move from release to release and
keep the version comment current, in step with the init/analyze actions in
codeql-analysis.yml.
