Run the scrum billing test as a user who has the scrum billing permission
The test called addProductTimeToNewInvoice as the system user, who does not
have SCRUM_BILLING_CREATE, and passed only because a copied service skipped its
required permissions. Now that the copy keeps them, the test runs as admin, as
the trunk version of this test already does.
