Description: While visting oodt.apache.org I have seen several references
to the incubator that need to be cleaned up since our graduation in November.

Summary: Remove references to the incubator from the project site

Changed the purpose of this issue to focus entirely on the website changes
since OODT-63 fixed the pom.xml issue that was previously listed.
