Get mvn package to build into an empty m2 repo in a single try

When trying to test the OODT build process as a 'new user' I move my .m2/repo
directory so maven has to go and grab all the dependencies just like someone
who has never installed OODT.
Today (31-JAN-2011) I had to restart the process 3 times. Sure it is annoying
and easy enough to move past, but I really should work in one attempt, or fail
gracefully at least. The other option is to update the documentation to tell
new users to try, try again when it stops..and that would be sad.
