While working on OODT-195, I uncovered a bug (that looks like [~mstarch] was
seeing too). The bug stems from the fact that some of the element descriptions
in the test policy are null, which causes an XML writing error when the
elements.xml file is saved out as exposed by testing OODT-195. Michael, thanks,
you were correctly seeing a bug!
